Penultimate versus ultimate

In my industry, people suffer from an unfortunate tendency toward hyperbole. So the word "Ultimate" is often not ultimate enough. Sometimes certain folks feel that a little something extra might be needed to give their point a little more 'oomph.' And they use the word "penultimate."But what does penultimate really mean?
